With the further
reform of China’s market system of telecom, and after China’s
entry to WTO, several enterprises engaging in telecom business
have been established, among which are China Telecom, China
Mobile, China Unicom, China Netcom,China
Railcom,and
China Satellite Broadcasting Company
,etc..
The foreign enterprises engaging in telecom business will
gradually enter China’s market of telecom. When these
enterprises are providing various services to their customers,
they will have to connect their telecom nets (e.g. fixed
telephone net, mobile telephone net, IP telephone net) with
the telecom nets of other enterprises. Therefore, the business
settlement, inquiry and check among these enterprises become
more and more frequent. In the meanwhile, business fees should
also be balanced among the subsidiary companies of these
enterprises, so comprehensive settlement system has been a
basic business operating and supporting system to the
enterprises engaging in telecom.

Based on years’
development experiences of fee settlement software in the
field of telecom, and in accordance with the rapid
development of telecom industry, Powerrise successfully
developed a new generation of integrated settlement
software---PowerISS.
Main functions of
PoweIss:

Settlements
among networks: It refers to the phonic/digital settlements
among connected enterprises, settlements with virtual ISP, and
settlements with VIP.

Settlements
among different professional networks within one enterprise:
This function is mainly provided for the enterprises with
several different professional networks, such as 193 long
distance network, GSM mobile telecom network, digital (IP)
network, and calling network basing on the circuit exchanging
mode.

Settlement
within a single net: It refers to the internal settlement of a
professional network, such as the fee distribution of long
distance call, the distribution of roaming fee of card
service, and the fee settlement between the attaching place
and arriving place caused by customers’ roaming within the
mobile GSM networks.
Four layers of
PowerISS:
Interface layer of
equipment:
Data is collected
and pre-processed at this layer. As for the different kinds of
basic network element, detail data document is collected
according to data transmission protocol. The pre-processing is
to standardize the bill, classify data, filter out invalid
bill (delete repeated bill), and distribute data.
Settlement
processing layer:
It is the key layer
of the comprehensive settlement system. It is mainly to
process the batch price settlement and the payment settlement.
Statistic analysis
layer:
Based on the
original data obtained from the settlement-processing layer,
the generalization, statistic and analysis of data are done;
various statistic report and data analysis of data is provided
for the comparison of data settlement and adjustment of
networks.
Operation
maintenance layer:
The operation
maintenance is a vital part of an independent and integrated
software system. The software at this layer is to effectively
dispose system parameter, monitor system conditions, test and
recover failures, recycle wrong bill, and check pilot
calculation, etc.
Introduction to the
functional modules of PowerISS
A.
PPS
According to the
original bill document input by data collecting system, PPS is
to draw and check data, transfer format, classify settlement
bill, filter out repeated bill, and distribute bill, etc.
B.
SPS
SPS is to draw the
data processed by PPS, check the effectiveness of the data
document, and then to match the settlement rules and settle
the batch price.
C. Statistics &
Analysis Sub-System. (SAS)
SAS provides two
functions: business data statistics and business data
analysis. The former provides thorough monthly statistics
report form about statistics item, duration of settle and of
call, times of call, settle charge needs to collect and pay,
call charge etc. of the roaming users between serving area and
visiting area. The latter can provide monthly or daily settle
chare data analyze diagram with settle operation companies at
certain one or several local networks.
D. Operation &
Maintenance Sub-system (OMS)
Through foreground user diagram
interfaced, PowerISS provides open, flexible functions, such
as parameter match, system monitor, journal inquiry, data
management, authority management, wrong order retrieve,
routine maintenance etc. all system management can help users
to free themselves from the complex Unix command, and to
operate the host machine through customer terminals.
