PowerIBSS

PowerIBSS, a new Telecom Operation Supporting System, is successfully developed by Powerrise Communication. It is based on the summaries of ten-year experience in providing solving programs for telecom companies and referring to the latest research achievement on international telecom operation supporting system, and it combined with the actual conditions of Chinese Telecom and adopted the popular Three-Layers Structure System. For about two years. PowerIBSS has solved many problems of Telecom 97- System, such as the fragmentation of the data resource, complicated interface, hard-to-define new products, hard-to-develop new product or services, and hard-to-share resource etc. Its working focus is customer’s documents and equipment resource data; its main thread is the engine of the working procedure, fixed with flexible products and set-management modulation. It can help telecom companies to make decisions on all market strategies quickly and provide all kinds of services promptly, and to strengthen the speed of market response of telecom companies and enhance their competitive abilities.

The system mentioned above adopts Three-Layer software system structure, including Access Layer, Intermediate-service Layer, and Background Large-distribution Relation Database. It adopts an object-oriented program-design idea, using safe, reliable internet technology. Integrated with the modern telecom operation management idea; it turns out to be a complete function system with business acceptance in the lead, order control at the core, machine line resources as the base and management in full play—all this will be supported by line and number match, program control, measurement, external construction. Through re-organizing the telecom business procedure, it helps to realize the highly automatic telecom production and the reduction of duplicate-investment and the optimization of telecom network. Thus, it can speed up the change of China’s telecom from single/fixed planned economic operation schema to diversified/flexible one and from extensive-production to intensive-production.

PowerIBSS Software System Structure

PowerIBSS is developed by Powerrise Communication, with reference to telecom supporting system TSS RM, under the guideline of the relative principles and regulations on NOGSS system and eTOM model. It adopts the Three-Layers software system structure, including Access Layer, Service Layer and Data Layer. Access Layer adopts Delphi6.0, JAVA etc. as its developing tools. Service Layer uses the intermediate software TUXEDO of BEA company, and its design language is C/C++. Data Layer uses Oracle database, and its design language is SQC Plus. PowerIBSS software system structure can be illustrated by the following diagram.

According to the function, Power IBSS can be divided into the following 13 sub-systems.

A. Sub-systems in Overall Business System

To accept and handle businesses and customer service on the telephone, on the internet etc.

B. Resource Management Sub-system

To manage operating resource, including cards, number, receipt and transferring and exchanging resources.

C. Machine Line Resource Sub-system

To realize the match of line, number, port, IP address and data port, the change of line etc.

D. Order sheet management sub-system

To realize order control, order supervision, external management, installment management, accomplishment management, information control regulation maintenance etc.

E. Construction management sub-system

To manage construction document, construction plan, inquiry and statistics of construction document.

F. Product management sub-system

To manage all kinds of telecom product resources, including tangible products management and all telecom services.

G. Work management sub-system

Work management includes operation analysis, integrated statistics, and the management of staff, the information of work procedure process and service regulations etc.

H. Customer management sub-system

To manage customer’s data, sales (expense policy, favorable policy, sales activity), and channel (the management of agent).

I. Work procedure engine

To realize PowerIBSS’ working process control, the definition of working link, process, and control regulation, the re-organization and optimization of working procedure.

J. Integrated inquiry sub-system

To provide integrated inquiry about PowerIBSS for telecom customers and telecom managers and employees.

K. Statistics analysis sub-system

To provide report form analysis of PowerIBSS.

L. System management sub-system

To realize the management of employee, rights and classified rights, public data, diary, system parameters etc.

M. System Supervision Sub-system

To realize the applied software, hardware resources, database, networks etc. to have a clear idea about the system operation state and respond promptly to the troubles.
