On February 4, the results of the selected scheme evaluation of
Public Health Emergency Commanding and Decision Making System
Solutions’ organized by Health Ministry were announced. After
experts’ evaluation and rating, Powerise finally stock out from
the preliminarily chosen 10 companies, taking the first place on
the basis of total ratings.
Last year’s SARS attacks and spreading betrayed the inconsistent
organization and commanding, congested information flow and
seriously flawed emergency treatment capacity in the public
health system of our country. Instructed by the Central
Committee of CCP and State Council, China Health Ministry put
forward the Public Health Information Construction Scheme of
China to consolidate the construction of the public health
system in our country.
As an important part of the construction of the national public
health information network, the construction of the Public
Health Emergency Commanding Center and Decision Making System is
a widely-involved, diversely-needed and very difficult system.
To well organize its design and operation, the General Office of
China Health Ministry decided to widely collect ‘Public Health
Emergency Commanding Center and Decision Making System
Solutions’ from the whole country with a view to widening
thoughts, making a better use of social resources and
technologies and guaranteeing the construction quality of the
system.
Powerise, which has been cooperating with the Health Ministry
since 2000, began to select and get some extraordinary engineers
involved in the system programming immediately after they heard
of the news. According to Mr. Li Gang, a supervisor responsible
for the health profession, ‘Public Health Emergency Commanding
Center and Decision Making System Solutions’, part of the
construction of the general public health system, consists of
medically life-saving and treatment system, health supervision
system, and disease prevention and treatment system . Taking
advantage of this chance, Powerise would continue to extend its
cooperation with the health profession.
Data show that IT
purchases from Chinese medical services will amount to 3.5
billion Yuan RMB in 2004, keeping a speedy boost with a 25 %
increase compared with that in 2003. Of the 2004’s investment in
IT industry, the funding from the governments in the
construction of the public information system has increased at a

medical field, the money allocated to IT purchases will reach 20
